For too many Virginia families, the dream of owning a home—or even renting an affordable apartment—has become a distant fantasy as median home prices have soared past $400,000 and rents in many areas have jumped 30-50% in just a few years. The root cause is simple: decades of restrictive zoning rules have deliberately choked off new housing supply, handing monopoly power to existing homeowners and big developers while pricing teachers, firefighters, young couples, and seniors out of the neighborhoods they love. In the 2025 General Assembly, Americans for Prosperity-Virginia is championing bold, supply-side reforms that empower individual property owners and faith communities to build the missing middle housing Virginia desperately needs—starting with statewide permission for Accessory Dwelling Units (ADUs) and “God’s Back Yard” initiatives that let churches and nonprofits turn underused land into affordable homes.
